Tribal Community Planning
From 2022 through 2025, LACO supported the Kashia Band of Pomo Indians of the Stewarts Point Rancheria (Kashia) through preparation of its Comprehensive Sustainable Community Plan (Community Plan) as well as other implementation and guidance resources. The purpose of the project was to provide guidance for deriving more strategic and sustainable benefits from development and land uses, provide tools to manage long-term growth and development, and define a clear vision and identify achievable steps to work towards that vision.
The Community Plan is a long-range strategic plan with goals, policies, and actions items intended to help guide Kashia’s short-term efforts towards a common goal. The Community Plan includes the following key elements: Culture and Heritage, Land Use, Economic Development and Self-Sufficiency, Natural Resources, Housing, and Built Environment. Additionally, LACO prepared a variety of supporting documents, including:
- Design Guidelines: A set of guidelines intended to help retain aesthetic character on tribal lands;
- Land Protection Ordinance: A zoning ordinance to regulate land use, protect resources, and encourage strategic development;
- Capital Improvement Plan: A document to prioritize capital improvement projects, including improvements to or construction of buildings and infrastructure; and
- Other Supporting Resources: Resources to help support implementation, including an implementation workplan, monitoring and evaluation resources, and formalized procedures for internal processes.
The Community Plan was prepared in close coordination with Kashia leadership and staff. Additionally, a robust outreach process occurred to ensure the Community Plan reflects the values of Kashia and serves the needs and desires of its members. Community involvement for this project included visioning sessions, community surveys, and outreach at community events.
