Broadband Technology Opportunity Program NEPA Environmental Questionnaire

Redwood Companies, LLC retained LACO to prepare an Environmental Questionnaire under NEPA for the Broadband Technology Opportunities Program and Broadband Initiatives Program. The project was funded under the American Recovery and Reinvestment Act (ARRA) of 2009 under review and assessment of the U.S. Department of Commerce, National Telecommunications and Information Administration (NTIA), and U.S. Department of Agriculture, Rural Utilities Service (RUS).  Service will be provided to communities considered to be “100% rural” by Rural Utility Service standards. Redwood IPTV contracted with LACO for the preparation of an Environmental Questionnaire (EQ) and intensive GIS mapping in further support of the project grant application.

The main route for fiber cable installation is located along the Highway 101 corridor from southern Humboldt County to the Del Norte County/Oregon border. The California route extends approximately 366 miles, from Benbow and Shelter Cove in southern Humboldt to the California/Oregon border. The Oregon portion extends 5.6 miles from the Del Norte County/Oregon border northward and terminates at the Verizon facility in Brookings, Oregon. The total route extends approximately 372 miles, and is primarily located in Humboldt and Del Norte Counties. 

Our project team was responsible for GIS mapping of the entire 341.5 miles of the broadband corridor which included sensitive and protected species, cultural and historic resources, coastal zone impacts, wetlands, and other resources under NEPA.
